DENVER — December 10, 2025 – The Colorado Department of Revenue (DOR) today announced the Average Market Rates (AMRs) for retail marijuana effective January 1 through March 31, 2026. These rates are used to help calculate the state's excise tax on retail marijuana.
The AMRs for January 1 through March 31 are:
- Retail Bud: $648 per pound
- Retail Trim: $204 per pound
- Bud Allocated for Extraction: $275 per pound
- Trim Allocated for Extraction: $85 per pound
- Retail Immature Plant: $15 per plant
- Wet Whole Plant: $91 per pound
- Seed: $7 per seed
Colorado law requires the Department to calculate these average market rates every three months. The AMRs are the median prices per pound or per item for different types of unprocessed retail marijuana. These prices are for marijuana sold or moved from cultivation facilities to stores or product manufacturers.
A 15% excise tax is placed on retail marijuana based on either the AMR or the actual selling price, whichever applies. The AMR is used when marijuana is sold or moved between a cultivation facility and an affiliated retail marijuana store or manufacturing facility.
