Core SUTS Filing Portal and Single-Address GIS Lookup Tool Remain 100% Operational and Free for All Businesses

Denver, Friday, SEPTEMBER 25, 2026 — The Colorado Department of Revenue (DOR) Taxation Division today announced a temporary pause of the Sales and Use Tax System (SUTS) bulk address lookup feature. The pause will start on September 29,2026.

The decision follows extraordinary system utilization that has far exceeded statutory budget allocations established under the Electronic Sales And Use Tax Simplification System Act (H.B. 23-1017).

Core SUTS Services Unaffected
The Department emphasizes that the primary SUTS Filing, Remitting, and Payment Portal, as well as the single-address GIS lookup software, remain 100% active, operational, and free for all businesses and taxpayers. Taxpayers can continue using the portal to look up accurate sales tax rates for any individual address across Colorado’s municipal, county, state, and special district tax jurisdictions in real-time.

Unprecedented Demand and Statutory Cost Structure
House Bill 23-1017 established funding for the SUTS bulk lookup tool at $1.275 million annually, covering up to 75 million lookups per fiscal year. During Fiscal Year 2025–26, usage spiked to 136.5 million lookups, requiring an additional General Fund allocation to sustain operations.

In the first three months of FY 2026–27 alone, lookup volume surged past 50 million queries. Demand has grown tremendously.

The State of Colorado’s fiscal year is July through June.

Fiscal Responsibility and Planned Reactivation
To protect public funds and manage General Fund impacts, the Department will temporarily deactivate the bulk spreadsheet upload feature. To assist businesses when local tax rates and boundary definitions update, the feature is scheduled to be re-enabled on January 1, 2027, in a managed capacity.

Transition and Support
The Department is providing direct notifications to high-volume users, municipal partners, and commercial entities to allow time to adjust operational workflows.
